Pastor Monroy has been saved since he was 32 years old and has deep roots in the Oxnard community. He has been working in ministry for about 18 years. The original ” C Street Family Plan” was located at 128 S. C Street. It was started with 3 men and grew to 18 total at the end of the first year. Pastor Carlos took in different personalities from all different walks of life. From the hardened criminal to the underprivileged homeless, he kept his door open to all who were willing to learn about the Gospel of Jesus Christ. He tries to hold himself accountable to the Lord constantly. Living in a constant state of forgiveness is integral to his daily walk. His failures give him the ability to always “hunger for change.”
He believes in Sola & Tota Scriptura. He is not an emotionalist/traditionalist. He is (get ready for a mouthful) a biblicist, fundamentalist, non-charismatic, Trinitarian dispensationalist Christian. He believes we are in the Laodicean church age. His teachings are based on cessationism. He is a non-charismatic Christian as well.
His teachings are inspired by the influences of Dr. Troy S. Welch, Dr. James R. White, Michael Brown, Ravi Zacharias, Frank Turek, Walter Martin, and Dr. Derrick Temple.
His motivation, guided by the ministry of the Holy Spirit is: for the equipping of the saints for the work of service, to the building up of the body of Christ.

Pastor Carlos’s ministry reaches out to the homeless, destitute, and dual diagnosis community. His program has a great emphasis on study (bible doctrine). He hosts classes and leads church services on a daily basis.
In his spare time, he loves spending as much time with his wife and kids as possible and tending to his pet animals. Pastor Carlos was a mountain bike national champion before he came to the Lord. He maintains a healthy lifestyle and holds a strong interest in proper nutrition.
